The wild plants out the Bramblewood have allowed me to get at least one harvest out of them doing it the cheaty way. The plants that are in the downtown area of Finchwick don't seem to blossom no matter what I do to them. Wild plants don't show what seasons they grow but they probably follow the same season as the regular plant. Usually works but not all the time, you might have to fiddle around with the debug options as they also allow you to put the plant in season, evolve it and other stuffs.
Set it to blooming and then wait around until 6:00 am and it should sprout fruit. If you shift click the plant (might need testing cheats enabled,) you can set it's growth state to whatever you want. You might be able to still complete the task though. If it's just a pile of dirt it might grow if you wait there for like 3 days or it might just remain a pile of dirt. If a plant has sprouted then you'll still need to go to that area and wait around until 6:00 am for it to sprout fruits. This bug has been around since Outdoor retreat and they've never really fixed it. You can find them as little dirt piles and they'll just never get any bigger.
Like a lot of plants in community areas they often just don't grow unless you are physically in the area.
